State review board thinks Blessing's spending nearly $7 million more than it should

An Illinois state review board says that Blessing Hospital wants to spend nearly $7 million more than it recommends to build a new Medical Office building on Quincy's east side.

The Illinois Health Facilities and Services Review Board issued its' recommendation Tuesday on Blessing Hospital’s request to build a nearly $40 million, 82,000 square-foot two-story Medical Office building on seven acres it owns near 48th and Maine. In its' report, the Review Board said that the project exceeded its' standard for a Medical Office building in two areas. That includes site survey, soil investigation and site preparation, which the Board says Blessing is over-spending by $1.3 million, and in new construction costs and contingencies. The Review Board says Blessing is over-spending by over $5.5 million. Blessing told the Board the extra spending is going toward such items as an extra boiler, an emergency generator, specialized construction for its' radiology suite and uncertainties in the steel market. The Review Board did say that Blessing was in compliance in all other areas.

Blessing says it needs the building, because its' recruited 28 new doctors in 2017, and it plans to recruit that same number in the next two years. Besides medical offices, the building will also have space for labs and a radiology suite, including CAT scans, MRI, general and ultrasound. Blessing says it hopes to have the project completed by the end of 2020. The Review Board is set to hold a hearing on Blessing's plans June 5th.

The Review Board's recommendation is below.
