City of Quincy to annex 14 properties

Fourteen properties located along Quincy's northern border will soon be part of the city, after a vote of the Quincy City Council Monday night. 

Those properties, on North 18th Street, Highland Lane and Koch's Lane, can be annexed into the city due to a state law. That law says that if a property is bordered on three sides by a city, that city can then annex it. An ordinance will likely be introduced next week. The Council also heard second readings of ordinances to adopt the city's 39 million dollar fiscal year budget that starts in May, adopt the Quincy Riverfront Master Plan, and to vacate a section of College Avenue between 17th and 18th Streets. That one block section is to be integrated into the area owned by St. Francis Solanus Church and School. They sit on either side of that section of College. Those proposed ordinances will all be up for final approval next week.

The City Council also learned during a Budget Review meeting that the city's garbage program will turn a $94,000 profit in the next fiscal year, starting in May. That money will go to help cover costs for the city's recycling program. That's expected to operate at a deficit of just over $300,000. The recycling program will get a $191,000 subsidy from the General und.

Aldermen were told that if they wanted the recycling program to break even, rates would have to be raised by $4 a month.
