State Review Board didn't have enough members to decide; new date for hearing to be set

Quincy Medical Group's plans to build what it calls a small-format hospital have been put on hold by the State of Illinois.

The Illinois Health Facilities and Services Review Board met virtually Tuesday on the request by QMG. They want to build a 25-bed hospital next to their Cancer Institute and Surgery Center at the Quincy Town Center. Because QMG's part of the meeting started in the afternoon, the Review Board wasn't able to maintain a quorom, and will resume the hearing at a future meeting. After the meeting, QMG released a statement from CEO Carol Brockmiller, which said, “We are grateful for the CON Board’s time today and are eager to reconvene when they are able to reach a quorum.”

Last month, the Review Board's staff issued a report saying that the proposed $61 million hospital would unnecessarily duplicate services, and add un-needed hospital beds. Blessing Health System has said that QMG's facility would cost it nearly $7 million a year in Federal funding. Plans for the 68,000 square foot hospital call for it to have an emergency department with 10 bays, 3 operating rooms, and a procedure room.

Construction on the new facility, if approved by the Board, is set to be finished by October, 2025.
