Terrance Phelps allegedly spit bags of meth at HPD officer
A Hannibal man faces meth and other charges, after a traffic stop where he allegedly spit bags of meth at an officer's face.
Hannibal police Thursday said in a statement that ACES officers pulled over a vehicle Wednesday in the 2900 block of Warren Barrett Drive. The officers say they saw 45 year old Terrance Phelps concealing something in his mouth. After he was ordered to open his mouth, Phelps spit several bags of suspected meth in an officer’s face. Phelps is charged with possession with intent to distribute a controlled substance, assault on a law enforcement officer and several driving charges. He's currently in the Marion County Jail on 20 thousand dollars' bond, on a probation violation. He'll likely have a court hearing Thursday on the new charges.
The officer was treated for exposure at Hannibal Regional Hospital and released.
