Hannibal Yard Waste Lot Stays Put.

A request to move the city's yard waste lot back to its former location was turned down by the Hannibal City Council last night.

On last night's agenda for the Hannibal City Council was a request by John Paul Tomko to speak about the new yard waste lot at 9th and Warren Barrett Drive. Tomko manages a vehicle and boat storage business next to the lot. Tomko cited several concerns including compost stench - vermin - increased traffic and decrease property values. City council and staff reminded Tomko that the lot is a yard waste collection spot - not a compost lot and the yard waste is regularly picked up and taken away - not left to rot. Street Department supervisor Mike McHargue also noted that an average of 4 vehicles a day visit the lot. That includes 8 to 10 vehicles on Saturday and Sunday.

4th ward council member Jim Van Hoos made a motion to moved the yard waste lotto its original location at 7th and Collier. That motion failed on a vote of 6 to1. Mayor Pro-tem Kevin Knickerbocker moved to keep the lot at its new location. That motion passed 5 to 2.

In other action - Council gave first reading to an ordinance amendment that will allow businesses on Broadway to serve liquor outdoors. City Manager Jeff laGarce said it's an extension of an ordinance affecting Main Street. The ordinance allowing liquor on Main Street sidewalks was passed a couple of years ago and LaGarce said that change has worked well. The new ordinance will include businesses from the River to 10th street.
