Auditor Nicole Galloway says several County offices need to change procedures
Missouri's State Auditor says several Lewis County offices need to change certain aspects of how they do business, including the Prosecuting Attorney and Sheriff's offices.
That's the conclusion of State Auditor Nicole Galloway's office, who issued the results Friday of an audit of Lewis County. Among the conclusions, Galloway says that the Prosecuting Attorney's office hadn't established controls or procedures for money it received for several not-for-profit organizations. That money was collected as part of an alternative for those guilty of traffic tickets, who could either perform community service or contribute to the non-profits, including one founded by Prosecuting Attorney Jules DeCoster. Galloway adds that DeCoster didn't disclose to the court the terms of the plea agreement. In the audit, DeCoster told the Auditor's Office that practice has since been stopped. Galloway also says that the Sheriff's Office's procedures for receiving and recording bond monies aren't sufficient, and there aren't adequate controls in the office over seized property. Overall, the county received a "Fair" rating.
