Moore calls for implementing parts of Quincy Next strategic plan

Quincy Mayor Kyle Moore has proposed ways to implement parts of the Quincy Next strategic plan, including a technology hub at 706 Maine, and teaming with the Quincy Park District to build a boat dock at Front and Hampshire.

Those were two of the proposals Moore presented Friday at his annual State of the City speech to the Quincy Exchange Club. Moore says the boat dock would accommodate both recreational boaters and larger passenger ships, and would cost around $5 million.

Moore proposed using funds from the City's Economic Development Loan fund to turn the first floor of the city's 706 Maine property into a tech hub, and a setting up a revolving loan fund to revitalize neighborhoods near the Mississippi on the city's northwest and southwest sides. Moore says the Neighborhood Housing Re-investing Program will be unveiled in the next few months. He also proposed a program where those who open new businesses in "chronically vacant" storefronts would get a sales tax rebate, based on improvements made to the property, and by how much new sales tax is generated. That's similar to an agreement the City has with Cullinan Properties, owner of the Quincy Mall. Moore also called on civic groups like Friends of the Trail to work with Quincy's health-care community to refurbish the city's greenway plan, and "help pass a funding initiative approved by the voters."

The City Council is expected to vote on adopting the Quincy Next strategic plan in March.
