Gov. JB Pritzker says all parts of the state will enter Phase 4 Friday

Illinois Governor JB Pritzker has released details of the state's Phase 4 guidelines, ahead of of its' Friday start.

The guidelines, part of Pritzker's Restore Illinois plan, are set to go into effect Friday. Phase 4 allows for the reopening or expansion of health and fitness centers, movies and theater, museums and zoos, as well as indoor dining at restaurants. Bowling alleys and skating rinks can now re-open. Phase 4 also allows for expanded gathering sizes, increasing the limit from 10 to 50 people or fewer. That includes meetings, events, and funerals. Outdoor spectator sports can re-start, with no more than 20% of seating capacity; concessions will also be permitted with restrictions. Youth and recreational sports venues can operate at 50% capacity, and 20% seating capacity for spectators. Pritzker says that the move Phase 4 is expected to bring about 400,000 additional Illinoisans back to work.

A news release says that all four regions of the state are currently on track to move into Phase 4 Friday. Pritzker cites the state's "significant progress in reducing new COVID-19 cases, hospitalizations, and deaths." He cites the average 7-day statewide case positivity rate falling to just 2.5 percent as of Saturday
