Psych evaluations ordered in two Hannibal cases

Both Norrell and Coulter in court Monday

A Hannibal judge has ordered psychiatric evaluations in two cases. 

Marion County Associate Judge John Jackson Monday ordered those assessments for both Victoria Norrell and Jason Coulter. Norell was set to have a preliminary hearing on charges of 2nd Degree Attempted Murder, Armed Criminal Action and Domestic Assault. She's accused of twice stabbing her boyfriend, 24 year old Zac Meyer in December, after he returned to their group home in the 400 block of Washington. In a probable cause statement, Norrell told police she was afraid she would be sent to a residential care facility, and that voices in her head told her to stab Meyer. Both are developmentally disabled. 

Coulter was in Marion County Associate court for his arraignment on charges of Vandalism, Violating an Order of Protection and Possession of a Controlled Substance. He was also due to have a preliminary hearing on counts of Burglary, and Domestic Assault from a January incident. According to Hannibal police, Coulter tried to elude them in his vehicle after they spotted him on Route MM. A probable cause statement says that officers had to draw their weapons and a taser before Coulter would comply, and that marijuana, amphetamines and drug paraphernalia were found in his vehicle. Coulter's also accused of writing profane statements on his mother-in-law's headstone in Mt. Olivet cemetary the same day.  

Norrell is in the Marion County Jail on $100,000 bond, while Coulter's being held on $95,000 bond.
