Evan Carter accused of shooting bb's at three black children, pepper-spraying them

A white Quincy man, accused of using pepper spray against three black children, then shooting at them with a bb gun in June, has been found unfit to stand trial. 

Evan Carter was in Adams County Circuit Court Wednesday for a hearing on three counts of hate crime, and two counts of aggravated battery. Records show the ruling was handed down based on a mental fitness exam Carter underwent. His lawyer had earlier filed a motion, asking for the exam. Carter was charged after an incident June 13th in the 1000 block of Cherry. He's alleged to have tried to cause a disturbance with the three children, which allegedly included using racial slurs towards them. The children ran, and Carter then chased after them on his bicycle, eventually catching up to them in the 1100 block of North 11th. When he did, he allegedly sprayed them with pepper spray, and then fled into a nearby house. After that, he allegedly shot at the children with a bb gun while saying quote, "stay off the block" followed by an racial epithet. Carter's alleged to have shot one of the children in the arm with a bb.

Another hearing is set for October 6th.
