Quincy tables rental registration ordinance

Public hearings planned this summer

After 90 minutes of discussion on a proposed rental property registration, the Quincy City Council has decided to delay a final vote for up to three months. Scott Hardy explains why.

The Council Monday night voted to indefinitely table the proposed ordinance creating the register, acting on a request by Mayor Mike Troup. He said that he favors having more discussions in July and August on what else could be included in the ordinance. A final vote on a revised ordinance then could happen in September. Troup said he will likely set up a committee on the possible ordinance, and will also schedule public hearings.

Seven different speakers, including Quincy Housing Authority Executive Director Jerry Gille and Adams County Health Department Administrator Jerrod Welch all spoke in favor of the ordinance. Opponents of the ordinance as it was first drafted say they don't like the random nature of proposed inspections, and that there's no shared responsibility with renters. Those issues may be addressed over the summer. Mayor Troup also announced Monday that the Quincy Riverfront Development Foundation has been created, to collect private donations to help develop the city's riverfront. Troup said after the meeting that the Foundation will able to fill a funding void that the City, the Quincy Park District and Adams County aren't prepared to take on.

Mayor Troup also announced that there are three candidates for the empty Third Ward seat, and that he hopes to be able to announce his pick in the next week or two. His choice would replace Jason Finney, who stepped down two weeks ago
