The Quincy City Council Tuesday night held a special Meeting of the Whole, where Moore presented several ways the city can cut services or raise extra revenue. They include saving $400,000 by dropping yard waste pickup, raising $586,000 by charging a flat monthly fee on city water bills for recycling, as well as raising fees in the Planning and Development Department and license fee increases in the Clerk's office. One proposed fee that was opposed by two restaurant and bar owners was the Food and Beverage tax. After the meeting, Moore said that the city is looking at use taxes, based on resident feedback.

Another possible use fee increase could come from a 1/4-cent hike in the Home Rule Sales Tax, which would raise up to $1.5 million the first year. Moore says that revenue return would likely decrease each year after that.

Another Meeting of the Whole may be held next month, to talk about the City's expenses. The next Fiscal Year budget needs to be proposed by early April, and approved by May 1st.
