Based on application filed with MO-DNR in 2015
The Missouri Department of Natural Resources says it's handed out a final hazardous waste permit to an international company's plant near Palmrya.
Mo-DNR said Monday that its’ Waste Management Program has issued that final hazardous waste permit for the BASF Corporation's Hannibal plant. That allows the company to continue operating at its ag chemical manufacturing facility near Palmyra. A variety of hazardous wastes, including herbicides and insecticides, are produced at the plant. BASF manages and incinerates both off-specification or expired products, and other wastes generated during the manufacturing processes. BASF currently operates three hazardous waste container storage areas and four hazardous waste incinerators. MoDNR says that the company has been operating at the site under a department-issued Permit and a permit from the U.S. Environmental Protection Agency. While the company submitted multiple applications over the years, BASF most recently replaced those applications with one the department received in late October of 2015. The Department says that after a thorough review of the permit application and opportunity for public comment on the permit, the department issued a final permit with a conditional schedule of compliance.
The final permit allows the company to store and treat hazardous waste. EPA decided not to issue a permit because they have no site-specific conditions for the facility, beyond those contained in the final permit, and Missouri is fully authorized for all permitting and corrective action activities at the facility.
