Quincy City Council approves No Confidence vote against Director of Administrative Services

Council approved 8-3 vote against John "Skip" Bright

The Quincy City Council has voted to approve a motion of No Confidence against the city's Director of Administrative Services, John "Skip" Bright. Scott Hardy has more.

The Council voted 8 to 3 for the No Confidence vote Monday night. Three aldermen also voted Present. The vote was called for last week by 3rd Ward Alderman Tom Ernst, who said he wanted to call for the vote two weeks earlier, after the Council met in closed session to discuss Bright. The first public inkling that Ernst and the Council had issues with Bright came back on August 20th, when Ernst first brought up a text message sent by Bright to former Airport Manager Terrance Ward. The message called Ernst "obstructionist" in regards to the process in hiring Ward's replacement. At Monday night's meeting, Ward told the Council that comments Bright made about him in an article in Saturday's Quincy Herald-Whig were incorrect, in that Ward hadn't expressed concern that Ernst was trying to manage him and the airport. Ernst agreed with Ward's comments.

Ernst also said that the vote sent a clear message from the Council to the Administration.

Quincy Mayor Kyle Moore said after the vote that he supports Bright.

Moore also said that he wished that the disagreement had not been handled in public. Bright was not available for comment after the meeting. The Council's vote is not binding.
